What is a Planned Zoning District in Pea Ridge?

A Planned Zoning District, commonly called a PZD, can combine land uses and development standards within one coordinated proposal. For residents, the key question is not simply whether mixed use is allowed, but exactly what uses, density, building forms, roads, open space, and obligations would become enforceable.

Why the details matter

A PZD can provide flexibility beyond conventional zoning. That flexibility makes the final site plan, maximum unit count, permitted uses, setbacks, building heights, private-street standards, infrastructure responsibilities, and future amendment process especially important.

The Village at City Park materials describe detached homes, terraced homes, apartments or live/work units, commercial space, a market farm, private streets, parking, open space, and stormwater facilities. Residents are asking the City to evaluate the combined maximum development rather than only the general concept.

Mixed use does not answer every site question

The property is identified for Mixed Use Neighborhood on the Future Land Use Map. That supports consideration of a mix of housing and neighborhood commercial uses, but it does not by itself establish that every density, building height, traffic level, or operating plan is appropriate at this location.

Compatibility, roadway capacity, utilities, emergency access, stormwater, park impacts, and enforceable development standards remain part of the public review.

Residents can compare the revised site plan, read the July 20 work-session summary, review available city and developer documents, attend public meetings, and submit comments to Pea Ridge officials.
